All you need is a sense of humour and a bit of flair for design. Even if you don’t, you probably know someone who does. Once you’ve decided on a few designs, find a printer (or screen print them yourself) and hit the markets and boutique shop’s around town.
People love unique shirts so if you can manage to get a few bites things can really take off quickly, just look at Justin Herald’s Attitude Clothing. He did it with $50 and a prickly persona and 6 years later was a millionaire from his t-shirts.
